Our thoughts and prayers go out to Douglas and family on the loss of Elaine. I did not know Elaine well but my wife Teresa and i enjoyed her company on a trip that Douglas and i made to teach a course in Hawaii and she was such a special and kind person to us. Douglas is an also an incredible person and was so valuable to our Federal Highway Administration Construction team. Please accept our sympathy in this time and our prayers that God will be with you in your time of grief.
